Study in France. โฌ178/year. India’s bilateral deal.
French public universities charge as low as โฌ178/year. The India-France bilateral agreement gives you an exclusive 24-month post-study permit, a Charpak scholarship designed only for Indians, and a 5-year alumni visa. No other European country has made this commitment to India.
France is the world’s fourth most popular study destination โ yet remains widely underrated among Indian students. That’s changing fast, for very good reason.
France’s most significant advantage is one no other European country can match: public university fees that are genuinely extraordinary. The French government subsidises higher education so heavily that many top-100 global universities charge Indian students just โฌ178โโฌ243 per year โ the same rate as French students. Paris-Saclay (QS top 100) grants automatic exemptions to all students. That’s not a scholarship; that’s the standard fee.
Beyond cost: the 2015 bilateral agreement between India and France gives Indian Master’s graduates 24 months on the post-study APS permit โ double what other nationalities receive. Plus a 5-year multi-entry alumni visa and the Charpak Scholarship designed exclusively for Indians. No other European country has made these specific commitments for Indians at a government level.
France leads globally in aerospace (Airbus in Toulouse), luxury goods and fashion (LVMH, L’Orรฉal in Paris), nuclear energy, and defence technology โ career sectors not accessible this way from any other European destination. Your French student visa also covers the entire 27-country Schengen Area.
๐ค
IndiaโFrance: a bilateral relationship no other country offers
France was the first major European country to sign a bilateral professional mobility agreement specifically with India (2015). The Charpak Scholarship, the 24-month APS, and the 5-year alumni visa all flow from this agreement. For Indian students specifically, France has made commitments that the UK, Germany, Ireland, or Australia simply have not matched.

Questions Indian students actually ask about France
Not for English-medium programmes. France has over 1,600 programmes taught entirely in English โ especially at Master’s level in Grandes รcoles and business schools. IELTS 6.5+ or TOEFL 90+ is typically required. However, French proficiency dramatically improves your employment outcomes in France’s local job market. If you plan to stay on the 24-month APS, we strongly recommend starting Alliance Franรงaise before arrival โ even basic B1 opens significantly more doors.
The French government subsidises higher education as a constitutional policy choice โ covering approximately two-thirds of the real cost regardless of nationality. Many universities grant full or partial exemptions, bringing fees to โฌ178/yr (UG) and โฌ243/yr (PG) โ the same as French students. Paris-Saclay grants automatic exemptions to all students. This isn’t a gimmick โ it is a deliberate policy to attract global talent, and it applies equally to Indian students.
Campus France is the French government agency that promotes French higher education internationally. India is on the ‘mandatory country’ list โ Indian students must complete the รtudes en France online process before applying for a visa. You register, upload documents, write a personal statement, and attend an academic interview. After a successful interview, you receive a No Objection Certificate (NOC) โ without this, the French Embassy will not process your visa. Fee: โน16,500. Over 90% of well-prepared applicants pass first attempt.
The APS (Autorisation Provisoire de Sรฉjour) is France’s post-study work permit. Standard duration is 12 months for non-EU graduates. Under the India-France bilateral agreement (2015), Indian graduates receive 12 months renewable once โ 24 months total. This is exclusively for Indian nationals and applies only to Master’s degree and PhD graduates. Bachelor’s (Licence) graduates are not eligible for the APS. If staying in France after graduation is your goal, a Master’s is essential.
No โ France does not require a blocked account. You need to show โฌ615/month of your study period in financial resources, but this can be in your regular bank account or as a loan. The critical point: funds must be DISBURSED (released into your account) โ a loan sanction letter alone is not sufficient. This is the most common reason for France visa refusals among Indian students. Sarem ensures your financial documents are structured correctly before you apply.
The Charpak is created exclusively for Indian students by the French Embassy India โ no other nationality qualifies. It provides a monthly stipend (~โฌ700), French social security health cover, and waives the โน16,500 Campus France fee. It is awarded by the French Embassy and is highly competitive โ Sarem prepares Charpak applications specifically because the SOP quality is the deciding factor. We have helped students with B+ averages win Charpak through exceptional application writing.
Yes โ French student visa holders can work up to 964 hours per year (equivalent to approximately 20 hours per week). At the 2025 SMIC minimum wage of โฌ11.88/hour, this generates approximately โฌ965โโฌ1,286/month. You can work for any employer โ no field restriction. Work income can meaningfully offset living costs, especially during term breaks when you can work more hours.
Plan for at least 6โ9 months from consultation to arrival. The Campus France process alone takes 4โ8 weeks after your university application. University applications should begin 6โ12 months before your target October intake. After receiving your NOC and university offer, visa processing takes 3โ5 weeks. Sarem builds a personalised timeline at your first consultation.
For public university applications, Sarem charges a processing fee. French public universities do not pay placement commissions to consultants โ unlike UK or Irish universities. This fee covers your complete Campus France file preparation (personal statement written and reviewed multiple times, academic interview coaching), university shortlisting and application management for up to 5 institutions, all scholarship applications (Charpak, Eiffel, regional awards), financial document structuring for the visa, and SOP writing. For private business schools (ESCP, KEDGE, emlyon, GEM, SKEMA, Audencia), Sarem receives a commission from the institution โ so there is no fee charged to the student. In all cases, visa coaching and post-arrival support are included.
France has three distinct higher education tracks. Public research universities (Sorbonne, Paris-Saclay, PSL, Grenoble, Toulouse, Bordeaux) are subsidised by the state โ fees are โฌ178โโฌ2,895/year for Indians depending on exemption policy. They require mandatory Campus France registration. Grandes รcoles (Sciences Po, ISAE-SUPAERO) are selective elite institutions with specific fee structures โ Sciences Po uses an income-based scale of โฌ0โโฌ13,700/year. Private business schools (ESCP, KEDGE, emlyon, GEM, SKEMA, Audencia) are internationally accredited (AACSB/EQUIS) and charge โฌ8,500โโฌ18,000/year โ but Campus France is not required and English admissions are direct. The right choice depends on your field, budget, and career target. Sarem assesses all three tracks for every student and gives an honest recommendation.
