What a Master’s in Germany actually costs in 2026/27
The real number is not just tuition. Three components matter โ tuition, blocked account, and monthly living budget. All three are tightly regulated by federal rules, so 2026/27 numbers are knowable in advance.
Master’s at public universities is tuition-free in 15 of 16 federal states. Only a semester contribution of โฌ150โโฌ350 applies (often includes the public transport ticket).
Heidelberg, KIT, Freiburg, Stuttgart, Tรผbingen, Mannheim charge โฌ1,500/semester for non-EU Master’s students. โฌ3,000/year total โ still 90% cheaper than UK or Ireland.
The Technical University of Munich introduced fees from WS 2024/25. Most TUM Master’s charge โฌ4,000โโฌ6,000/sem. LMU and other Bavarian universities remain free.

The APS Certificate every Indian Master’s applicant needs
Since November 2022, every Indian student applying for a German student visa needs an APS Certificate (renamed APS Bescheinigung from 15 July 2024). It verifies academic documents before the embassy will process your visa. No APS = no visa, period.

The German anabin database was updated on 15 March 2026 to require a minimum of 70% in Class XII for direct undergraduate entry to a German university. This rule applies to undergraduate applications only โ Master’s applicants are unaffected. From admission to permanent residency โ the 2026 visa pathway
Germany’s student visa is a Type D National Visa. Application fee โฌ75 (โฌ37.50 for minors). 90โ95% approval rate for Indian Master’s applicants who file correctly. Apply via digital.diplo.de โ the FFO Consular Services Portal live since 1 January 2025.

Per the German Federal Foreign Office: the remonstration appeal procedure was abolished worldwide from 1 July 2025. If a visa application is refused, the only remaining options are (a) reapply with corrected documents, or (b) file with the Berlin Administrative Court. This makes first-time visa accuracy critical โ Sarem reviews every visa file twice before submission to prevent the rare but irreversible refusal.
The EU Blue Card 2026 thresholds: โฌ50,700 standard (about โฌ4,225/month) or โฌ45,934.20 for shortage occupations and recent graduates within three years of graduation. IT, engineering, mathematics, natural sciences, healthcare are all on the shortage list. The lower threshold is achievable with most starting Master’s-graduate offers in Munich, Frankfurt, Stuttgart. PR follows in 21 months on the Blue Card with B1 German, 27 months without German, or 33 months on a regular work permit. Family members can join immediately and work without restriction.
Funding a Master’s in Germany โ DAAD and beyond
Tuition is already โฌ0 at most public universities, so most “scholarships” in Germany are actually living-cost stipends. DAAD is the gold standard, but Deutschlandstipendium and university-specific awards are easier to win.

You can therefore complete an entire Master’s in Germany without learning German first. However, B1 German is strongly recommended for the post-study job search outside Berlin/Munich, and is required to qualify for an EU Blue Card after 21 months instead of 27.

Munich, Stuttgart, Frankfurt, Hamburg pay 10โ18% above the Berlin/Leipzig/Dresden bands. The EU Blue Card threshold for shortage occupations and recent graduates within three years of graduation is โฌ45,934.20 in 2026 โ well below typical Master’s-graduate offers in any of the major cities.
Section 20 of the Residence Act (AufenthG) grants every international graduate of a German Master’s a residence permit for up to 18 months to find qualified employment โ one of the longest post-study windows in Europe. Unlimited work hours are permitted during this period, including any work, not only the field of study.
Once you sign a qualified job offer, the EU Blue Card or skilled worker permit takes over. Permanent residency follows in 21 months on the Blue Card with B1 German, 27 months without German, or 33 months on a regular skilled-worker permit.
Yes, mandatory. Since November 2022, every Indian student applying for a German student visa requires an APS Certificate (renamed APS Bescheinigung from 15 July 2024) issued by APS India in New Delhi. The fee is INR 18,000, processing time runs 3โ4 weeks in normal periods and up to 12 weeks during peak intake months.
The certificate verifies academic documents and once issued has indefinite validity. Applications are made online at aps-india.de โ not through any consultancy. Sarem prepares the full APS file end-to-end as part of the standard application service, including interview prep.
Most English-taught Master’s accept IELTS 6.5+ overall (no band below 6.0) or TOEFL iBT 88โ95+. Top-tier programmes โ TUM CS / Management, RWTH Computer Science, Heidelberg life sciences โ expect IELTS 7.0. Some universities accept Duolingo English Test 110+, but Sarem advises IELTS or TOEFL for safer visa-stage acceptance.
If your degree was conducted entirely in English, several universities accept a Medium-of-Instruction certificate from your home institution in lieu of IELTS โ but the German consulate may still require IELTS for the visa file. Confirm both at the application stage.
No โ GRE is not required at any German public university for Master’s admission. A handful of programmes accept GRE as optional supporting evidence (e.g. some quantitative finance Master’s), but no German university makes it mandatory. This sets Germany apart from US and Singapore Master’s, where GRE is often non-negotiable.
For business Master’s at private schools (WHU, ESMT, Frankfurt School), GMAT 650+ is expected. TUM Management requests GMAT 650+ as well. For all engineering, science, and CS Master’s, GRE is irrelevant โ your CGPA, programming portfolio, and statement of purpose carry the weight.
The two main intakes are Winter Semester (October start) and Summer Semester (April start). Most Indian Master’s applicants target Winter Semester.
Winter 2026/27 deadlines for Indian applicants: Uni-assist application close 15 July 2026 for most universities. Sarem files by 31 May 2026 for safer document verification. TUM closes 31 May for non-EU. RWTH and Heidelberg accept later for some programmes; LMU is competitive and earlier.
Summer 2027: Application deadline 15 January 2027 โ fewer Master’s programmes accept summer entry, mostly second-cycle CS, engineering, and economics.
